Charlene Humphreys and Damon Davis, two former employees of the Mount Vernon Building Department were arrested Wednesday by the Westchester County District Attorney’s Office.
Both are charged with first-degree fabricating business documents, a crime punishable by up to four years in jail, and Humphreys is also charged with second-degree attempted grand larceny, which could place her in prison for up to seven years.
According to the complaint Humphreys and Davis were code enforcement officials in the building department when the alleged fraud occurred in the spring and early summer of 2023. Complaints below detail charges for each defendant.

“Using her middle name and her mother’s maiden name, Humphreys set up an account in the Property Records Electronic Portal System at the Westchester County Clerk’s land records division, according to the criminal complaint filed by Investigator Steven Sassone. In May 2023, she submitted documentation to transfer ownership of a home on East Fifth Street to a company, A & C Home Restoration LLC, that Humphreys had registered the previous month,” Lohud’s Jonathan Bandler reported.
Humphreys was arraigned before Judge Eric P. Press in White Plains City Court. Davis was given a desk appearance ticket. Both defendants are to appear next in court on January 7, 2025.
