There is a need for a Federal Investigation on the appointment and actions of Mt. Vernon Deputy Police Commissioner Joseph Spiezio
Mayor Thomas has bamboozled the citizens of Mount Vernon. In order to have the 21st Century Policing Model, you must begin with the first step; Legitimacy, Transparency, and Accountability. How can you have Legitimacy, Transparency, and Accountability when you have a Deputy Police Commissioner like Joseph Spiezio who is not legitimate, who has no prior police experience? He is a professional garbage man. Now there is nothing wrong with being a garbage man; it’s a notable profession, but he has no place being in charge of Public Safety. His actions have only put the hard-working officers of MVPD and the community at risk, leaving the city with way too many lawsuits and judgments, and taxpayers footing the bill. In May, 2016, “Alleged” Deputy Police Commissioner Spiezio has been conducting himself out of the scope of the Mt. Vernon City Charter, by performing property seizures without proper documentation at OK Freddy’s Meat Market located at 132 South Fourth Avenue, Mount Vernon, New York and Mega Beverage Redemption Center, located at 121 East Third Street, also in Mt. Vernon.

As of May, 2016, there was no information recorded in the Mt. Vernon City Clerk’s Office that Mr. Spiezio held any position in the City of Mt. Vernon

In June, 2016 a letter was sent to Human Resources to inquire Mr. Spiezio’s certification as a Deputy Police Commissioner.

The FOIL to Human Resources was denied by the Mt. Vernon Law Department.
In June, 2016, Joseph Spiezio threatened to physically beat up Councilman André Wallace, when the councilman questioned him, Saturday afternoon after observing a truck owned by Spiezio, illegally carting debris at 46-48 Mount Vernon Avenue.
In July, 2016, the city of Mt. Vernon created a social media policy for all employees of the city.
Deputy Police Commissioner Spiezio has disregarded the city’s social media policy and have been sceen in constant conflict on social media with Mt. Vernon residents.
Even after the letter from Counciman Wallace, Deputy Police Commissioner Spiezio continued to violate city policy.
Nazarene Duncan, mother of Wilbert “Junior” Francis who shot 13 times and killed June 10, 2016 was approached by an known former Felon, Roberta James and put on a conference call with Deputy Police commissioner Spiezio.
Mrs. Duncan is questioning have MVPD Jeopardized her son murder investigation by having a known Felon involved in the investigation.

Attorney General Eric T. Schneiderman and Comptroller Thomas P. DiNapoli announced the arrest of Mount Vernon Mayor Richard Thomas for allegedly stealing campaign funds and lying about money he diverted from his inaugural committee for personal benefit. Mr. Thomas was arrested on a felony complaint this morning after an investigation that exposed the theft of approximately $12,900 from his campaign committee, and the diversion of over $45,000 from his inaugural committee for personal use and his failure to disclose it.

Former Mt. Vernon Commissioner Robert Kelly legal testimony to explains Spiezio’s role in usurping his authority as Police Commissioner. Spiezio used his position as a Thomas campaign and personal financer to take control of the police department illegally. According to Kelly, Spiezio had a Florida drivers license, meaning he wasn’t a New York State resident and it was illegal for him to hold a law enforcement position not being a resident.
