logo-darkerThe National Association for Civilian Oversight of Law Enforcement (NACOLE), a 501(c)(3) not-for-profit organization, is the nation’s only non-profit organization of police oversight agencies, practitioners, and supporters. It has worked to legitimize police oversight as a professional field of study and practice and facilitated the development of professional standards, including a Code of Ethics, as well as core competencies and training guidelines for oversight practitioners. NACOLE works collaboratively with law enforcement, oversight, and communities interested in oversight and is now engaging in a 2-year project to develop comprehensive guidance on civilian oversight best practices, to include an overview of the current state of the field, detailed case studies of nationally representative oversight entities, and a decision making guide for conducting local needs assessments.

NACOLE is seeking a Research Fellow to assist with data collection and analysis from multiple sources to compile a report on civilian oversight best practices and develop a local needs assessment tool and decision making guide. The ideal candidate will be able to multi-task and have excellent written and oral communication skills, organizational skills to meet project specific deadlines, and critical-thinking skills. The ideal candidate will also be flexible and capable of working independently and as part of a team.

Because NACOLE does not have a permanent office, the person hired for this position will work remotely and will interact with staff via internet communication and phone. Internet access is, therefore, required.

Knowledge, Skills, and Abilities:
• Excellent written and oral communication skills
• Excellent organizational skills, including the ability to manage complex projects, meet deadlines, and work both independently and as part of team
• Ability to identify resources, data requirements, and procedures for acquiring and providing data analysis
• Ability to assist with the completion of reports and develop evidence-based recommendations • Experience conducting surveys, interviews, or compiling data
• Ability to prepare detailed reports with supporting documentation and analysis

Essential Duties Include:
• Review research into civilian oversight across the United States
• Assist with case studies of civilian oversight models
• Conduct financial analysis of costs associated with various models of oversight
• Synthesize information and describe select models of U.S. oversight
• Assist with the preparation of draft and final reports 2 of 2
• Assist with development of local needs assessment tool and decision making guide
• Address requests for revisions to reports or additional research as necessary

Minimum Qualifications:
• Bachelor’s degree in criminal justice, political science, sociology, or a related field
• Familiarity with police oversight or government accountability mechanisms
• Previous experience with research, data collection, data analysis, and report writing
• An equivalent combination of education, training, and experience may be considered
