    Mayor Thomas was very wrong in not holding the SOTC address in the City Council chambers. He did the same thing last year when he held it in a school auditorium. The tv news film of people sitting on the steps inside the City Hall foyer almost makes it appear the people were being held captive.
    However, as for violating the City Charter, the City Council has done their share of it over the years, especially during the multi-year administration of the previous Mayor, Ernest Davis.
