Hochul, James and DiNapoli win statewide; Cait Conley defeats Mike Lawler in the 17th Congressional District; Skipper unseats Nolan for District 15 County Legislator, and several closely watched Westchester races highlight an unusual Election Day.

WESTCHESTER COUNTY, NY — After an extraordinary Election Day marked by widespread voting machine failures, emergency ballot procedures, and days of delayed counting, Westchester County voters are finally getting a clearer picture of the November 3, 2026, general election results.

Voting scanners malfunctioned at polling locations throughout the county, forcing election workers to collect completed paper ballots in secure emergency ballot bags for later processing. According to the New York State Board of Elections, the problem stemmed from an election programming update made after voting equipment had been prepared and tested. Machines elsewhere in the county had not received the updated programming and consequently could not recognize the Election Day ballots. State officials said they found no defect in the ballot paper itself.

Despite the disruption, election officials maintained that voters could continue casting ballots and that every valid vote would be counted. Bipartisan election workers spent the days following the election scanning thousands of emergency ballots under established safeguards. The preliminary results show major Democratic victories across New York State and Westchester County. Governor Kathy Hochul won another term, while State Comptroller Thomas DiNapoli and Attorney General Letitia James also secured reelection.

One of the most closely watched contests was New York’s 17th Congressional District, where Democrat Cait Conley defeated Republican incumbent Congressman Mike Lawler, a significant Democratic pickup in a nationally competitive district. Congressman George Latimer also won reelection in the 16th Congressional District.

In county government, Democrats posted strong results across numerous Board of Legislators districts, although the race between Kisha Skipper and incumbent James Nolan in District 15 remained especially close in the reported returns. Skipper led by just 246 votes, making that contest one to watch as remaining ballots are reconciled and the results move toward certification.

While these results provide a substantially clearer picture of the election, all figures remain unofficial until the appropriate boards of elections complete their canvassing, reconciliation, and certification procedures.

Election Results Remain Unofficial

The Westchester County Board of Elections continues its post-election canvassing and reconciliation procedures following the countywide voting machine disruption. Although the reported results now provide a clearer picture of the major statewide, congressional, county, and municipal contests, election officials must still complete the procedures required before final certification.

Residents, candidates, and political organizations can monitor updated returns through the Westchester County Board of Elections’ official results portal: https://app.enhancedvoting.com/results/public/westchester-county-ny/elections/2026GeneralElection

The 2026 midterm elections will be remembered in Westchester not only for their political outcomes, but also for an unprecedented disruption that tested the county’s election infrastructure and voters’ confidence in the process. The votes tell us who voters chose. The next responsibility of election officials is to ensure that every valid ballot has been counted, every result accurately certified, and every question about what went wrong on Election Day answered.
